USPS Bidder Prequalification

Pursuant to a congressional request, GAO provided information on the U.S. Postal Service's (USPS) authority to prequalify potential bidders. GAO noted that: (1) USPS has the authority to prequalify potential bidders, since legislation permitted it to operate like a private business when necessary, establish its own procurement rules and regulations, and exempted it from the Competition in Contracting Act; and (2) USPS procurement procedures provide for adequate competition while ensuring that prospective contractors have demonstrated their ability to perform solicitation requirements.
