Express Mail Hub Contract Award Was Flawed Gao ID: T-GGD-92-70 September 24, 1992

GAO discussed its report on the Postal Service's (USPS) procurement of a permanent air transportation hub. GAO noted that: (1) although the solicitation specifications were valid, USPS did not evaluate proposals consistently with the specified evaluation criteria; (2) there was no evidence that the USPS selection process was compromised by undue political influence; (3) USPS did not consider all of the evaluation factors in making its award decision; (4) USPS did not develop reliable or useful cost estimates for the offerers in the competitive range; and (5) USPS did not appropriately resolve a bid protest that one of the unsuccessful offerers filed.
