Hispanic Employment at USPS

Pursuant to a congressional request, GAO examined data on Hispanic employment at the U.S. Postal Service (USPS) since fiscal year 1990, including information on USPS employee hires, separations, and grade structure. GAO found that: (1) nationwide, Hispanics are underrepresented in the USPS workforce in comparison to the number of Hispanics in the civilian labor force, women nearly twice as much as men; (2) data in three postal districts varies considerably for Hispanic men; (3) Hispanic women are consistently underrepresented in all three districts; (4) the Chicago district has the lowest representation of Hispanics, but the levels are not low enough to be considered severe underrepresentation by the Equal Employment Opportunity Commission; and (5) Hispanics in the USPS workforce have recently increased in number relative to white male employees.
