GAO reviewed management/employee relations problems at the Evansville, Indiana, Post Office.

A change in management personnel was made to improve Evansville's efficiency. Although it was not possible to prove or disprove allegations of unfair labor practices and harassment tactics, enough evidence exists to suggest that there is an element of truth in some claims. On the other hand, employees must share responsibility for events in Evansville because the numerous complaints and unproven allegations of management wrongdoing helped to create a less than desirable work environment. GAO found that conditions have improved; management has taken constructive actions such as implementation of a human relations course for supervisors and establishment of a human relations committee.
