This report is a supplement to a GAO study that provides information on housing assistance to lower income families under an overall block grant program.

In the report, GAO discusses the experiences of a large number of communities in providing housing assistance under the Community Development Block Grant (CDBG) program and describes local housing officials' views on the desirability of a block grant program and its design. The supplement contains the results of the GAO survey questionnaires. It describes the questionnaire development and sampling methodology, discusses cautions in interpreting the results, and details aggregate responses to questions on communities' attitudes toward a federal housing grant program and on their experiences under the CDBG program.
